El Dorado International Airport is an international airport located in Bogotá, Colombia. It is ranked among the world’s 50 busiest airports in terms of passenger traffic, cargo traffic, and traffic movements. It is the largest airport in Colombia, accounting for 49% of the total air traffic in the country and the main international and domestic gateway in the country. The airport was awarded 94th place in the World’s Top 100 airports in 2015 and also achieved the 3rd spot in the Best Airports in South America.

Project Description

Baggage Carousel Accessibility and Baggage Handling System Peaking and Capacity Analysis

The Grupo Operadora Aeroportuaria Internacional (OPAIN) concession has proposed to the Government of Colombia to fully modernize and expand El Dorado International Airport. The main goal is to efficiently accommodate and support 16 million passengers and 1.5 million tons of cargo annually by the end of the 20-year planning horizon. A major portion of the improvements and modernization is to implement a new passenger terminal, Terminal 2, by 2011 to handle international operations exclusively, while existing Terminal 1 becomes exclusive to domestic operations.

In order to assist in accomplishing the near-term terminal planning goals, OPAIN contracted our team to prepare a Verification and Analysis Report for the proposed Baggage Handling System (BHS) for Terminal 1. The analysis included and assessment of the accessibility and maneuverability of baggage tugs and carts accessing and maneuvering around the baggage carousels and included the preparation of recommendations for enhancing the BHS carousel layout. Services also included a detailed peaking and capacity analysis for the proposed Baggage Handling System which was prepared on an annual demand forecast until the year 2011.

Cargo Aircraft Movement Areas Verification Report

The Grupo Operadora Aeroportuaria Internacional (OPAIN) concession has proposed to the Government of Colombia to fully modernize and expand El Dorado International Airport. The main goal is to efficiently accommodate and support 16 million passengers and 1.5 million tons of cargo annually by the end of the 20-year planning horizon. A major portion of the improvements and modernization is to develop a new state-of-the-art cargo terminal.

In order to assist in accomplishing the near-term cargo development goals of OPAIN, Airis International Holdings LLC contracted our team to prepare a Verification Report of the proposed Cargo Aircraft Movement Areas in order to determine the viability and feasibility of incorporating “Option 3 / 4” as proposed by Airis as the primary alternative for cargo development at El Dorado International Airport. This request for verification analyses is primarily the result of an effort to enhance and improve upon Cargo Development “Option 1” as depicted in the 2006 Airport Master Plan.

Concession for the Administration, Operation, Cargo, Maintenance, Modernization and Expansion of the El Dorado International Airport

Aerocivil / Bogotá District of Colombia determined to privatize the International / Domesitic Airport which included various facilities and infrastructure development for a 20-year concession period. The scope of the concession includes the development and operation of a new international passenger terminal, modernization of the existing international passenger terminal, new expanded Cargo facility, enhanced landside improvements and a new airfield / apron expansion. 

The Sociedad Futura El Dorado Nuevo Milenio consortium was established in order to participate in the tender bidding for the privatization of El Dorado International Airport. The key members of the consortium included Constructora Colpatria S.A., Mario Huertas Cotes, Siemens Project Ventures GmbH and Dorsch Consult Airport GmbH.

As part of a team contracted under Dorsch Consult Airports GmbH to act as the Technical Project Manager for the preparation of bidding documents.

Services Rendered

  • A technical review of existing baggage carousel layout options.
  • Proposed recommendations for alternative baggage carousel layouts.
  • Simulation of real-time baggage tug/cart access and maneuvering in carousel areas for all development options utilizing Pathplanner™ software.
  • BHS Peaking and Capacity Analysis using PaxSTAR™ predictive modeling software. BHS peaking characteristics were analyzed for 24-hour periods on an annual basis until the year 2011 in order to demonstrate the effects that the overall peaks will have on the BHS.
  • Preliminary airport, runway, and cargo capacity analysis based on the airport master plan and latest statistical information.
  • Analysis of aircraft operating based on the airport’s existing instrument approach procedures and capabilities.
  • Analysis of options 1 through 4 based on physical facilities, location, and capacity.
  • ICAO Obstacle Clearance Surfaces study, including an analysis of all relevant runway and taxiway safety areas.
  • Critical aircraft determination and design criteria formulation.
  • ICAO Code F / Airbus A-380 feasibility assessment.
  • Simulation of cargo apron aircraft and GSE equipment maneuvering utilizing Pathplanner™ software.
  • Provided recommendations for alternative Option 3 development.
  • Project management and coordination of all technical components carried out by all consortium members.
  • On-site Assessment and Analysis of existing terminal, landside and airside facilities.
  • Preparation of a revised Master Plan Layout which outlined all requirements stipulated in the Terms of Reference (ToR) documentation.
  • Development of architectural Conceptual Design documents for the new proposed international terminal which included all requirements stipulated in the ToR documents.
  • Proposed recommendations for enhancing the existing and new proposed international passenger terminal, landside access and airside development.
  • Preparation of Development Costs for terminal, airside and landside facilities.
  • Preparation of presentations and participation in Board meetings.
  • Development of terminal concession plan.
  • Preparation of a Terminal Space Program for all functional areas within the proposed passenger terminal including the completion of Terminal Analysis Report.
  • Compilation and completion of bidding documents.
